which came first?

 

 

The Libertarians may be right, "For every law passed there is a way to get around it." 

But it might be a case of which came first, the law or the need for the law.  Just because we put up a stop light in an intersection and then proceed to ticket anyone who fails to stop, does not mean that we should never have put up the sign.
